Senior G2G Transition Advisor – LEAP Global (Angola)

About the role

The Senior G2G Transition Advisor will support the Government of Angola’s Ministry of Health (GRA MOH), Ministry of Finance (MOF), and the U.S. Department of State in designing and managing Government‑to‑Government (G2G) arrangements under the LEAP Global program. The role embeds technical expertise within national infectious‑disease programs to strengthen capacity for malaria, HIV and other epidemic‑prone diseases.

Key responsibilities

• Design, implement and oversee G2G transition arrangements between U.S. agencies and Angolan ministries.
• Embed technical expert advisors within the MOH and MOF to improve financial, programmatic and data systems.
• Facilitate the shift of malaria and HIV program implementation from partner‑managed platforms to MOH‑led systems.
• Support the gradual increase of Angolan responsibility for health commodities, services and health‑security functions.
• Coordinate with U.S. stakeholders to ensure alignment with the America First Global Health Strategy.

Required profile

• Extensive experience advising government health ministries on infectious‑disease programs.
• Proven track record in managing large‑scale health transition projects, preferably with USAID or U.S. State Department.
• Strong understanding of malaria, HIV and broader global health security challenges.
• Ability to work collaboratively with multi‑government stakeholders in an international setting.
