International Consultant – Resource Mobilization & Partnerships

About the role
UNFPA Angola is seeking an International Consultant to support the implementation of its global resource mobilisation (RM) and partnership strategies at the country level. The consultant will provide high‑level technical expertise, capacity building and strategic advice to bridge UNFPA’s global agenda with local actions for sexual and reproductive health and rights (SRHR), especially for the most underserved populations.
Key responsibilities
- Deliver at least three internal capacity‑development sessions on private‑sector engagement, blended financing mechanisms and proposal development.
- Provide ongoing technical coaching to RM and partnership focal points, update donor intelligence, and monitor KPI performance against the country RM strategy.
- Analyse and quarterly‑update the RM and partnership landscape in Angola, producing donor trend reports and recommendations.
- Support the drafting and finalisation of at least three funding proposals and concept notes, in close collaboration with programme and operations teams.
- Assist the implementation and monitoring of the private‑sector engagement strategy, including due‑diligence and risk‑mitigation plans.
Required profile
- Master’s degree in international development, public health, economics or a related field.
- Minimum seven years of experience in resource mobilisation and partnerships within the UN system or international NGOs.
- Proven track record of mobilising resources for SRHR or related health programmes.
- Experience designing private‑public partnership models and working with high‑level government offices.
- Strong analytical and writing skills in English and Portuguese.
