International Consultant – Resource Mobilization & Partnerships

About the role

The International Consultant will support UNFPA Angola in bridging global resource mobilisation (RM) and partnership strategies with local implementation. The role focuses on innovative private‑sector engagement, blended financing and the development of high‑quality funding proposals to advance Sexual Reproductive Health and Rights (SRHR) for the most underserved populations.

Key responsibilities

• Deliver at least three capacity‑building sessions on private‑sector engagement, blended financing mechanisms and proposal development for the UNFPA Angola team.
• Provide ongoing technical coaching to RM and partnership focal points, update donor intelligence, and monitor KPI performance against the RM strategy.
• Analyse and quarterly‑update the RM and partnership landscape in Angola, highlighting trends and recommendations.
• Support the drafting of concept notes and funding proposals, finalising at least two advanced proposals and one new proposal.
• Assist in implementing the Private‑Sector Engagement strategy and follow‑up on the Train‑based mobile clinic concept with the First Lady’s Foundation.

Required profile

• Master’s degree in international development, public health, economics or related field.
• Minimum 7 years of experience in resource mobilisation and partnerships within the UN system or international NGOs.
• Proven track record in mobilising resources for SRHR or related health areas.
• Fluency in English and Portuguese.
• Experience working with high‑level government offices or private‑sector partners in Angola or similar contexts.
