About the role
The Planning, Monitoring & Evaluation and Reporting Expert provides strategic leadership for results planning, monitoring, evaluation, reporting and knowledge management within UNFPA Angola. The position splits its focus 50% on the Maternal and Neonatal Health Trust Fund (MNHTF) under the “Quality of Services” output and 50% on PME support across other programme outputs, ensuring accountability, learning and high‑quality reporting to UNFPA leadership, donors and the UN system.
Key responsibilities
- Lead annual and multi‑year results planning for MNHTF, develop integrated M&E frameworks and costed M&E plans.
- Support UNSDCF processes, including CCA, Theory of Change and results frameworks, and strengthen evidence‑based planning.
- Track progress against CPD, MNHTF and UNFPA Strategic Plan indicators; lead annual and mid‑term reviews.
- Support field monitoring, data quality assurance and adaptive monitoring approaches; participate in UN joint monitoring mechanisms.
- Produce high‑quality analytical reports for management, donors and the Executive Board; coordinate results communication with programme and communications teams.
- Lead implementation of UNFPA Evaluation Policy at country level, manage decentralized evaluations and support inter‑agency evaluation efforts.
- Promote Results‑Based Management, build RBM capacity of implementing partners, capture and disseminate good practices and lessons learned.
Required profile
- Master’s degree in Public Health, Health Policy, Social Sciences or a related field.
- Minimum 7 years of relevant professional experience.
- Strong background in monitoring & evaluation, results‑based management, reporting and evaluation.
- Experience within the UN system or UNFPA is a strong asset.
- Fluent in English and Portuguese.

What we offer
- Volunteer Living Allowance ranging from US$4,270 to US$4,720.
