WASH Specialist (NO-3) – Fixed Term, Luanda

About the role

The WASH Specialist provides strategic leadership and technical oversight for UNICEF Angola’s water, sanitation and hygiene (WASH) portfolio, reporting to the Deputy Representative (Programme). The role leads a dynamic team, guiding programme development, implementation, monitoring, advocacy, partnerships and humanitarian response across the country.

Key responsibilities

• Provide managerial leadership and strategic direction for the WASH team.
• Lead programme development, planning, fundraising and resource mobilisation.
• Oversee implementation, monitoring, evaluation and delivery of WASH results.
• Deliver high‑level technical and operational support on climate‑resilient and risk‑informed WASH programming.
• Lead preparedness, anticipatory action, emergency response and the humanitarian‑development nexus.
• Strengthen partnerships with government, donors, civil society and development partners.
• Drive innovation, knowledge management, research and capacity‑building initiatives.

Required profile

• Master’s degree in public health, sanitary or environmental engineering, international development or related field.
• Minimum five years of experience in WASH, public health, humanitarian response, programme management and M&E.
• Fluency in English and Portuguese; additional UN language is an asset.
• Experience working in developing‑country, UN or humanitarian contexts.
