WASH Specialist (NO-3) – Fixed Term (2 years)

About the role

The WASH Specialist will provide strategic leadership and technical oversight for UNICEF Angola's water, sanitation and hygiene portfolio. Reporting to the Deputy Representative (Programme), the role guides programme development, implementation, monitoring, advocacy, partnerships and humanitarian response.

Key responsibilities

• Provide managerial leadership and strategic direction for the WASH team.
• Lead programme development, planning, fundraising and resource mobilisation.
• Oversee implementation, monitoring, evaluation and delivery of WASH results.
• Offer high‑level technical support on climate‑resilient and risk‑informed WASH programming.
• Lead preparedness, anticipatory action, emergency response and the humanitarian‑development nexus.
• Strengthen partnerships with government, donors, civil society and development partners.
• Drive innovation, knowledge management, research and capacity‑building initiatives.

Required profile

• Master’s degree in public health, sanitary/environmental/civil engineering, water resources engineering, international development or related field.
• At least five years of relevant experience in WASH, public health, humanitarian response, disaster risk reduction or programme management.
• Fluency in English and Portuguese; additional UN language is an asset.
