About the role
The Director of Waste Management will create and lead a new waste management business unit for Imbono in Angola. Reporting to executive management, the role covers market analysis, strategy definition, client acquisition, start‑up of operations and long‑term consolidation as a profitable revenue stream.
Key responsibilities
- Define the vision, strategy and business plan for the waste unit, set growth, revenue and profitability targets, and design the organisational model.
- Map the Angolan waste market, win public and private contracts, lead tender preparation and negotiate partnerships.
- Structure long‑term projects and concessions, prepare business cases, tariff models and financing solutions with multilateral institutions.
- Oversee start‑up and ongoing operations including collection, transport, sorting, treatment, recovery and final disposal, ensuring quality, efficiency and compliance.
- Monitor regulatory framework, obtain licences and maintain relationships with the National Waste Agency and other authorities.
- Develop circular‑economy solutions, identify green finance opportunities and ensure health, safety and environmental standards.
Required profile
- 12+ years of experience in waste management or environmental services, with at least 5 years in a director‑level or business‑development role.
- Proven track record of creating and scaling new business units and delivering results.
- Experience with public tenders, concessions or PPPs in waste, water or infrastructure sectors.
- Previous work in Angola or comparable African markets is highly valued.
- Degree in Environmental, Chemical or Civil Engineering, Management or related field; MBA or master’s in sustainability is a plus.
- Fluent Portuguese and good English communication skills.
Required skills
- Deep knowledge of the waste‑management value chain (collection, transport, sorting, treatment, recovery, disposal).
- Expertise in business model design, tariff setting and contract structuring for waste services.
- Understanding of Angolan environmental legislation and licensing processes.
- Familiarity with waste‑treatment technologies and circular‑economy solutions.
- Ability to prepare business plans and conduct economic and financial analysis of projects.
