WASH Specialist (NO-3) – Fixed Term (2 years)

About the role

The WASH Specialist will provide strategic leadership and technical oversight for UNICEF Angola’s water, sanitation and hygiene portfolio. Reporting to the Deputy Representative (Programme), the incumbent will guide programme development, implementation, monitoring, advocacy and humanitarian response across the country.

Key responsibilities

• Provide managerial leadership and strategic direction for the WASH team.
• Lead programme development, planning, fundraising and resource mobilisation.
• Oversee implementation, monitoring, evaluation and delivery of WASH results.
• Offer high‑level technical support on climate‑resilient and risk‑informed WASH programming.
• Lead preparedness, anticipatory action and emergency response efforts.
• Strengthen partnerships with government, donors, civil society and development partners.
• Drive innovation, knowledge management, research and capacity‑building initiatives.

Required profile

• Master’s degree in public health, sanitary or environmental engineering, water resources, international development or related field.
• Minimum five years of experience in WASH, public health, humanitarian response, programme management and M&E.
• Fluency in English and Portuguese; additional UN language is an asset.
• Experience in developing‑country, UN system and humanitarian contexts is desirable.
