Technical Director – Public Health (HIV, Malaria, Emergency Preparedness)

About the role

The Technical Director will provide strategic and technical leadership for RISE’s public‑health interventions in Angola, overseeing HIV, malaria, and emergency preparedness programmes. Reporting to the Project Director, the role ensures alignment with national priorities, donor expectations, and evidence‑based practices.

Key responsibilities

• Lead technical and programmatic direction across HIV, malaria, and Global Health Security initiatives.
• Coordinate with the Ministry of Health and other government agencies to integrate programmes and strengthen health systems.
• Support project planning, implementation, monitoring, and reporting in line with USG guidance.
• Track progress against work‑plan activities, budget, and timeline, and step in for the Project Director when needed.
• Foster stakeholder relationships and ensure synergy across technical areas.

Required profile

• Extensive experience in public‑health programme management, preferably in HIV, malaria, or emergency preparedness.
• Proven ability to work with government ministries and international donors.
• Strong leadership, strategic thinking, and communication skills.
