About the role

The Community-Based Surveillance and Village Health Team (VHT) Coordinator will be based in Luanda, Angola, providing technical and operational support to strengthen community‑based surveillance, early warning systems, and outbreak response under UNICEF’s Pandemic Fund Project. The role works closely with the Ministry of Health and partners to improve detection and response to public‑health threats.

Key responsibilities

  • Design, implement and expand community‑based and event‑based surveillance systems.
  • Strengthen linkages between communities, health facilities and surveillance structures for timely reporting.
  • Coordinate deployment and supervision of Community Health Workers (ADECOS) involved in surveillance activities.
  • Develop surveillance tools, reporting templates, referral mechanisms and alert‑management protocols.
  • Support creation of surveillance dashboards, analytical reports and information products.
  • Contribute to preparedness for epidemic‑prone diseases such as Ebola, cholera, measles and polio.
  • Develop and deliver capacity‑building programmes for community health workers, surveillance officers and public‑health personnel.
  • Organise training on outbreak investigation, infection prevention and control, and emergency preparedness.
  • Serve as focal point for community‑based surveillance activities under the Pandemic Fund Project and coordinate implementation.

Required profile

  • Technical expertise in community‑based surveillance and early warning systems.
  • Experience coordinating community health workers and public‑health programmes.
  • Ability to develop training materials, operational guidelines and standard operating procedures.
  • Familiarity with epidemic‑prone diseases and emergency preparedness concepts.
