Urban Development Expert – Sustainable Cities Talent Pool

About the role

NTU International A/S is building a talent pool of Urban Development Experts to support the Global Gateway Transport and Urban Facility 2 project. The role involves providing technical assistance on sustainable, inclusive, and resilient urban projects worldwide, with a focus on Sub‑Saharan Africa, Latin America, the Caribbean, and Asia‑Pacific.

Key responsibilities

• Support identification, preparation, appraisal and implementation of sustainable urban development projects and programmes.
• Conduct urban diagnostics, prefeasibility and feasibility studies, technical assessments, and economic‑financial analyses.
• Assist in integrated urban and land‑use planning, and the preparation of development strategies and master plans.
• Promote smart, green, inclusive, safe and climate‑resilient city concepts.
• Advise public authorities on urban policies, regulatory frameworks, institutional arrangements and governance reforms.
• Help build urban investment pipelines aligned with Global Gateway and European Green Deal priorities.
• Integrate sustainable mobility, accessibility, climate adaptation, disaster risk reduction, nature‑based solutions and green infrastructure into project designs.
• Ensure socially inclusive development, addressing gender equality, accessibility and human‑rights considerations.

Required profile

• Highly qualified professional with expertise in sustainable and integrated urban development.
• Experience in urban planning, infrastructure, climate resilience, and urban governance reforms.
• Proven ability to conduct technical, economic and financial analyses for urban projects.
• Familiarity with European standards, Global Gateway objectives and the European Green Deal.
• Willingness to work on short‑term technical assistance assignments in diverse geographic regions.
