Construction & Site Manager

About the role

The Construction & Site Manager will lead HALO Angola’s construction and infrastructure portfolio, overseeing the new Mavinga Base and multiple improvement projects across remote sites. This senior‑level position combines strategic project management with hands‑on site leadership to ensure safety, quality, compliance and value for money.

Key responsibilities

• Plan, implement and deliver construction projects across Angola, including the Mavinga Base, roads, drainage, utilities and accommodation.
• Manage infrastructure upgrades at Menongue and other field locations, covering sanitation, workshops, electrical systems and flood mitigation.
• Prepare and validate Bills of Quantities, designs, specifications, budgets and tender documents.
• Lead procurement and tendering processes, evaluate contractor submissions and develop scopes of work.
• Supervise third‑party contractors, conduct regular site inspections and verify completed works for payment.
• Provide technical direction to in‑house staff, mentor local teams and promote safe construction practices.
• Ensure compliance with Angolan regulations, donor requirements and HALO policies, and maintain accurate project records.
• Travel extensively to remote sites, staying on‑site for extended periods during critical phases.

Required profile

• Degree or professional qualification in Construction Management, Civil Engineering, Architecture or related field.
• Extensive experience delivering construction or infrastructure projects in Angola.
• Proven track record managing projects from planning through handover.
• Strong knowledge of roads, drainage, sanitation, utilities and building works.
• Excellent written and spoken Portuguese; English is a plus.
