Senior G2G Transition Advisor – LEAP Global (Angola)

About the role

The Senior G2G Transition Advisor will support the Government of Angola’s Ministry of Health (GRA MOH) and Ministry of Finance (MOF) in designing and managing Government‑to‑Government (G2G) arrangements under the LEAP Global program, now administered by the U.S. Department of State. The role embeds technical expertise within national infectious‑disease programs to advance self‑reliance in malaria, HIV and other health security priorities.

Key responsibilities

• Collaborate with GRA MOH, MOF and U.S. State Department to develop transition plans for malaria and HIV program implementation.
• Strengthen financial, programmatic and data systems to manage both domestic and U.S. resources.
• Facilitate the shift from partner‑managed platforms to GRA‑led health systems.
• Provide technical guidance to ensure sustainable, long‑term health outcomes and alignment with U.S. Global Health Strategy.
• Monitor performance benchmarks and report progress to stakeholders.

Required profile

• Extensive experience in government‑to‑government health initiatives or similar large‑scale public‑sector transitions.
• Deep understanding of infectious‑disease program management, especially malaria and HIV.
• Proven ability to work with multi‑agency partners and navigate complex stakeholder environments.
• Strong analytical and strategic planning skills.
