Program Manager – Defense Vehicle Program (Luanda)

About the role

ITC Defense is seeking an experienced Program Manager to serve as the primary on‑site liaison with the Angolan Ministry of Defense for a high‑visibility defense vehicle program. The role involves overseeing all aspects of in‑country execution, from logistics to sustainment, while building strong relationships with military leadership.

Key responsibilities

• Act as the principal liaison between the U.S. program team and the Angolan MOD.
• Lead Integrated Product Support (IPS) activities to ensure seamless delivery and sustainment of vehicles.
• Oversee receipt, inspection, and delivery of vehicles and equipment.
• Manage warranty processes, issue resolution, and monitor operational concerns.
• Support and track Field Service Representatives (FSRs) and System Support Representatives (SSRs).
• Coordinate operator and maintenance training to achieve MOD readiness.
• Prepare monthly Field Support Contractor Reports with consumption summaries.
• Facilitate program reviews, coordination meetings, and status briefings with MOD and other stakeholders.
• Assist the MOD in developing a long‑term sustainment strategy for the vehicle fleet.

Required profile

• Bachelor’s degree in Business, Logistics, Engineering or related field (Master’s preferred).
• Prior senior NCO, warrant/field‑grade officer, or equivalent civilian experience.
• Minimum 8 years of program or project management in defense or logistics.
• International or OCONUS experience with foreign military customers preferred.
• Fluent in Portuguese and able to live overseas for extended periods.
