HSE Superintendent

About the role

Saipem is seeking an HSE Superintendent to lead health, safety and environmental standards at its Gas Onshore Plant in Luanda, Angola. The role ensures compliance with company policies, legal requirements and industry best practices while supporting engineering and construction teams.

Key responsibilities

• Support engineering and construction teams in risk management activities such as HAZOP, HAZID, risk assessments and Hazard and Effect Management Process.
• Lead Quantitative Risk Assessments (QRA) for high‑risk operations.
• Lead or support incident/accident investigations, ensuring root‑cause analysis, corrective actions and lessons learned.
• Organise and lead emergency response drills and simulations, including fire, confined‑space and chemical‑spill scenarios.
• Plan and conduct QHSE audits of project sites, subcontractors and vendors.
• Monitor and analyse QHSE performance and prepare reports for corporate and client organisations.

Required profile

• Bachelor’s degree in engineering, Environmental Science, Occupational Health & Safety or related field (post‑graduate specialization in QHSE Management, Sustainability or Risk Management preferred).
• 8–15 years of QHSE experience, with at least 5 years in managerial or supervisory roles in oil & gas, petrochemical or NGC projects.
• Fluency in Portuguese and professional English.

Required skills

• Strong ability to develop, implement and maintain a Project HSE Management System aligned with ISO 45001, ISO 14001 and client‑specific HSE requirements.
• Experience with HAZOP, HAZID, risk assessments and Hazard and Effect Management Process.
• Proficiency in Quantitative Risk Assessment (QRA) for high‑risk operations.
• Incident investigation and root‑cause analysis.
• Planning and execution of emergency response drills (fire, confined‑space, chemical spill).
• Conducting QHSE audits of sites, subcontractors and vendors.
• Monitoring and reporting QHSE performance.
• Microsoft Office tools.
