Compliance Manager (Mobile Money)

About the role

Africell is looking for a Compliance Manager to lead the compliance function for its Mobile Money business in Luanda. You will design, implement and maintain a robust compliance framework that meets local financial regulations and international AML/CFT standards.

Key responsibilities

• Implement and enforce a fit‑for‑purpose compliance framework for all Mobile Money operations.
• Ensure adherence to Central Bank regulations, payment service directives, AML and CFT laws.
• Develop and maintain the Mobile Money Compliance Charter, policies and procedures.
• Act as the primary liaison with the Central Bank, FIU and Telecommunications Regulator, handling mandatory submissions and reporting.
• Manage operating licences, renewals, audits and regulatory filings.
• Design and run the end‑to‑end AML/CFT program, including KYC onboarding, transaction monitoring and SAR/STR reporting.
• Oversee Customer Due Diligence (CDD) and Enhanced Due Diligence (EDD) processes.
• Continuously optimise transaction monitoring rules to detect financial crime while minimising friction.
• Conduct periodic Money Laundering and Terrorist Financing risk assessments and recommend mitigations.
• Deliver mandatory compliance training for employees, agents and management.
• Lead internal monitoring and testing to audit operational compliance.
• Partner with Product and Commercial teams to ensure new mobile money products are compliant before launch.
• Develop controls for the mobile money agent network and ensure data protection compliance.

Required profile

• Strong knowledge of local financial regulatory requirements, AML and CFT legislation.
• Experience designing and managing compliance frameworks for mobile money or similar financial services.
• Proven ability to liaise with regulatory authorities and handle licensing processes.
• Excellent analytical skills for risk assessment and monitoring rule optimisation.
