About the role
The Sustainable Finance Officer will support UNDP Angola’s portfolio of sustainable finance initiatives, focusing on mobilising public and private capital for ecosystem restoration, biodiversity conservation and climate‑resilient development. Based in Luanda, the role works under the Nature, Climate and Energy Specialist and contributes to the Extended Central Plateau Project.
Key responsibilities
- Develop sustainable finance strategies, roadmaps, readiness assessments and investment narratives.
- Identify and assess financing opportunities such as blended finance, impact investment, thematic bonds, carbon and biodiversity markets.
- Support investment‑readiness and pipeline development for climate, biodiversity and ecosystem restoration projects.
- Contribute to the Angola Carbon and Biodiversity Credit Market roadmap and de‑risk nature‑based investments.
- Engage with government ministries, financial institutions, donors and private sector partners to promote financing for MSMEs, sustainable livelihoods and territorial development.
- Coordinate capacity‑building workshops, peer exchanges and knowledge‑sharing on ESG, carbon and biodiversity finance.
Required profile
- At least 3 years of relevant experience (or 5 years with a bachelor’s) in sustainable finance, development finance, climate or nature finance, or related fields.
- Master’s degree in Sustainable Finance, Environmental Economics, Development Finance or a related discipline (or bachelor’s with equivalent experience).
- Fluent Portuguese and working knowledge of English.
Required skills
- Knowledge of blended finance, impact investment and thematic bonds.
- Experience with carbon and biodiversity markets and related MRV systems.
- Economic modelling and investment‑readiness assessment capabilities.
- Understanding of governance, safeguards and regulatory frameworks for conservation financing.
- Ability to prepare strategic financing documents such as roadmaps, funding proposals and policy briefs.
