Chief Education (P-4) – Fixed Term, 24 months

About the role

The Chief Education (P-4) will lead UNICEF’s education and adolescent programmes in Angola, reporting to the Deputy Representative. The role involves strategic planning, programme delivery and supervision of a multidisciplinary team to improve learning outcomes and ensure inclusive, quality education for marginalized children.

Key responsibilities

• Develop and oversee education and adolescent programming, including strategic planning, implementation and results‑based management.
• Lead a team of national and international staff, UN Volunteers and Junior Professional Officers.
• Ensure programme results align with UNICEF’s strategic plans, performance standards and accountability framework.
• Provide advisory services, technical support and advocacy to strengthen national education systems.
• Build partnerships, innovate, manage knowledge and capacity‑building initiatives.

Required profile

• Advanced university degree (Master’s or equivalent) in education, economics, psychology, sociology or a related field.
• Minimum eight years of professional experience in programme planning, management or research in education at the international level, including managerial experience.
• Fluency in English; working knowledge of Portuguese highly desirable.
• Strong understanding of global education developments, policy dialogue, gender and equity issues.

Required skills

• Good knowledge of education sector planning and policy analysis.
• Ability to support engagement with partners and stakeholders.
• Understanding of results‑based management and monitoring frameworks.
