Advocacy & Communication Consultant (3.5 months, Luanda)

About the role

UNICEF is seeking a National Consultant to lead advocacy and communication activities for polio and immunization programmes in Angola. The role is office‑based in Luanda for a 3.5‑month contract, reporting to the Chief of CAP and working closely with programme sections.

Key responsibilities

• Develop and update a comprehensive advocacy and communication plan for polio and immunization.
• Prepare targeted advocacy messages for decision‑makers, communities, media and development partners.
• Create communication packages and materials for immunization campaigns and high‑visibility events such as World Polio Day.
• Maintain a repository of key advocacy messages aligned with UNICEF priorities and the Country Programme.
• Produce advocacy briefs, talking points, and senior‑management communication materials following UNICEF branding guidelines.
• Plan, coordinate and implement high‑visibility advocacy moments (World Polio Day, World Children’s Day, Universal Health Care Day, etc.), including concept notes, logistics, stakeholder engagement and post‑event reporting.

Required profile

• University degree (BA) in Communication, Journalism, Public Relations, Social Sciences, International Relations or a related field.
