Advocacy & Communication Consultant (3.5 months, Luanda)

About the role

UNICEF is seeking a National Consultant to lead advocacy and communication activities for polio and immunization programmes in Angola. The role is office‑based in Luanda for a period of 3.5 months, reporting to the Chief of CAP and working closely with programme sections.

Key responsibilities

• Develop and update a comprehensive advocacy and communication plan for polio and immunization activities.
• Prepare advocacy messages for decision‑makers, communities, media and development partners.
• Create communication packages for immunization campaigns and organize events for World Polio Day and other high‑visibility dates.
• Maintain a repository of key advocacy messages aligned with UNICEF priorities and the Country Programme.
• Produce advocacy briefs, talking points, key messages and communication materials for senior management, ensuring evidence‑based content and compliance with UNICEF branding guidelines.
• Plan, coordinate and implement high‑visibility advocacy moments, including concept notes, logistics, stakeholder engagement and post‑event reporting.

Required profile

• BA in Communication, Journalism, Public Relations, Social Sciences, International Relations or a related field.
• Proven experience in advocacy and communication, preferably in health or immunization contexts.
• Demonstrated ability to develop strategic communication plans and produce high‑quality advocacy materials.
• Experience organizing public events, panel discussions and coordinating with government officials, development partners, youth and media.
• Strong understanding of UNICEF branding guidelines and evidence‑based communication practices.
