U-Report Consultant (National only)

About the role

UNICEF is seeking a Consultant to lead the design, coordination, implementation and management of the SMS Jovem (U‑Report) platform in Angola. The role focuses on engaging youth, monitoring platform performance and providing evidence‑based insights to support advocacy for children’s rights.

Key responsibilities

• Develop and maintain the U‑Report SMS platform, ensuring functionality and user accessibility.
• Coordinate youth engagement activities and promote active participation on the platform.
• Monitor, analyse and report on platform usage data to inform advocacy strategies.
• Collaborate with UNICEF teams and local partners to align platform activities with programme objectives.
• Provide technical support and training to platform users and stakeholders.

Required profile

• Bachelor’s degree in IT, Education, Social Studies or a related field.
• Minimum of 2 years experience working with education programmes or digital platforms.
• Fluency in Portuguese and English.
