U-Report Consultant – National (Luanda)

About the role

UNICEF is seeking a national consultant to lead the design, coordination and implementation of the SMS Jovem (U‑Report) platform in Angola. The role is based in Luanda and will run for 12 months, supporting youth engagement and evidence‑based advocacy through digital tools.

Key responsibilities

• Design and adapt the U‑Report SMS platform to meet national education and youth‑participation objectives.
• Coordinate with UNICEF country teams, government partners and civil‑society organisations to ensure smooth rollout.
• Implement outreach and training activities for young users and stakeholders.
• Monitor platform usage, collect data and produce regular reports to inform advocacy.
• Provide technical support and troubleshooting throughout the assignment.

Required profile

• Bachelor’s degree in IT, Education, social studies or a related field.
• Minimum two years of experience working on education programmes or digital platforms.
• Fluency in Portuguese and strong command of English.

Required skills

• SMS platform management.
• Basic digital skills (data entry, reporting tools).
