Senior Procurement Specialist – Luanda

About the role

The World Bank Group is seeking a Senior Procurement Specialist to join its Eastern and Southern Africa (AFE) Region Procurement Unit. Based in Luanda, Angola, the specialist will support procurement activities for Sao Tome & Principe and parts of the Angola portfolio, contributing to the Bank’s mission of reducing poverty and promoting shared prosperity.

Key responsibilities

• Provide procurement expertise and support for projects in Sao Tome & Principe and Angola.
• Coordinate with decentralized country offices and the regional Procurement Managers in Nairobi and Pretoria.
• Ensure compliance with World Bank procurement policies, anti‑corruption standards, and open‑government principles.
• Prepare, evaluate, and manage procurement documents, contracts, and vendor relationships.
• Monitor procurement performance and report on key metrics to regional leadership.

Required profile

• Extensive experience in public‑sector procurement, preferably within international development or multilateral institutions.
• Demonstrated ability to work in a decentralized, multi‑country environment.
• Strong analytical and organizational skills with a focus on transparency and accountability.
• Fluency in English and Portuguese.

Required skills

• Knowledge of World Bank procurement guidelines and anti‑corruption frameworks.
• Familiarity with public‑sector procurement processes and contract management.
