MEAL Officer – Monitoring & Evaluation for Humanitarian Mine Action

About the role

The HALO Trust is looking for an experienced MEAL Officer to lead the development, implementation and continuous improvement of Monitoring, Evaluation, Accountability and Learning (MEAL) systems for its humanitarian mine‑action programmes in Angola. Reporting to the Grants Manager, you will work closely with the Global MEAL Team, programme managers and technical staff to ensure evidence‑based decision‑making and demonstrate impact.

Key responsibilities

• Develop and adapt country‑specific Theories of Change and indicator frameworks aligned with HALO’s global standards.
• Design and maintain project‑specific results frameworks for all Angola programmes.
• Integrate MEAL processes across departments, ensuring data quality, timely reporting and learning loops.
• Produce standard operating procedures, tools and guidance documents for monitoring and evaluation activities.
• Build capacity of local staff through training, coaching and on‑the‑job support.
• Coordinate data collection, analysis and reporting to donors and internal stakeholders.
• Support accountability mechanisms, including community feedback and grievance handling.

Required profile

• Proven experience in MEAL roles within humanitarian or development contexts, preferably in mine‑action or post‑conflict settings.
• Strong understanding of results‑based management, theories of change and indicator development.
• Ability to work collaboratively with technical, programme and senior management teams.
• Excellent written and verbal communication skills in English.
• Willingness to reside onsite in Menongue for the contract duration.
