International Human Resources Manager

About the role

The International Human Resources Manager (IHRM) is based in Menongue, Angola and reports to the Head of HR Programmes. The role provides hands‑on HR partnership for HALO’s international programmes, focusing on employee relations, safeguarding, learning and development, talent and succession, and recruitment while ensuring compliance with local labour law.

Key responsibilities

• Act as trusted HR advisor to programme managers and senior regional leadership, offering pragmatic, risk‑aware guidance.
• Build strong relationships with in‑country HR and administrative focal points, providing coaching and day‑to‑day support.
• Translate global people strategy and policies into locally appropriate practice, balancing consistency with local legal requirements.
• Support organisational change, restructures and workforce planning linked to funding cycles and donor requirements.
• Maintain clear two‑way communication between programme teams and HR stakeholders, escalating issues as needed.
• Own case management and reporting for employee relations and safeguarding matters.

Required profile

• Proven experience as an HR business partner in international or high‑risk environments.
• Strong knowledge of local labour legislation and ability to apply global HR policies locally.
• Excellent communication and relationship‑building skills with senior managers and field staff.
• Experience managing employee relations, safeguarding, and talent development processes.
• Ability to navigate organisational change and workforce planning in donor‑funded programmes.
