Government Liaison Officer (SC8) – Luanda, Angola

About the role

The Government Liaison Officer (SC8) is based in Luanda and reports to the Country Director. The role serves as the strategic interface between WFP and the Government of Angola, supporting high‑level policy dialogue, development finance innovation and multistakeholder partnerships, especially with international financial institutions.

Key responsibilities

• Lead the engagement strategy with key ministries and decision‑makers to align WFP activities with Angola’s development priorities.
• Identify and develop opportunities for WFP support in school feeding, agriculture, nutrition, food systems, supply chain and logistics.
• Provide actionable advice to WFP management on effective government engagement.
• Maintain regular, sustained interaction with government counterparts and IFIs to secure funding and resource mobilisation.
• Ensure WFP’s development cooperation is coherent with Angola’s mid‑term development strategy and institutional priorities.

Required profile

• Proven experience in strategic government relations and development cooperation.
• Strong understanding of Angola’s national development priorities and sectoral policies.
• Ability to advise senior management on government engagement and partnership opportunities.
• Experience working with international financial institutions and multistakeholder platforms.
