Programme Development and Partnerships Lead

About the role

This senior position leads the development of donor relationships, resource mobilisation, and programme design for a global child‑focused humanitarian organisation. The role ensures that new funding opportunities are identified early, proposals are evidence‑based, and partnerships align with strategic priorities.

Key responsibilities

• Conduct regular donor landscaping, analysis and prioritisation, and develop donor engagement plans.
• Lead planning and pre‑positioning for new funding opportunities, gathering intelligence and initiating partnership discussions before Calls for Proposals are launched.
• Create a practical resource mobilisation plan covering corporates, institutional donors, commercial contracts and individual givers.
• Oversee proposal development for medium and large opportunities, including concept notes, lower‑value proposals and grant renewals.
• Collaborate with operations and technical teams to ensure new programmes are evidence‑based, strategically aligned and technically sound.
• Work with finance to ensure quality budgeting and cost recovery where needed.
• Maintain a multi‑year funding pipeline and provide regular analysis and forecasts to senior leadership.
• Develop and execute external engagement plans, networking with key stakeholders, governments and local partners.

Required profile

• Proven experience in donor landscaping, resource mobilisation and partnership development.
• Strong track record of leading programme and proposal development in a humanitarian or development context.
• Ability to work collaboratively with finance, operations and technical teams.
• Experience managing multi‑year funding pipelines and delivering strategic reports to senior leadership.
