Programme Development and Partnerships Lead

About the role

World Vision is seeking a senior professional to lead programme development and partnership initiatives across Angola. The role focuses on building a robust donor pipeline, securing resources, and ensuring programmes align with national strategies and impact priorities.

Key responsibilities

• Conduct regular donor landscaping, analysis and prioritisation, and develop donor engagement plans.
• Lead early planning and pre‑positioning for new funding opportunities, gathering intelligence and shaping programme concepts before Calls for Proposals are launched.
• Design and implement a resource mobilisation plan covering corporate, institutional, commercial and individual donors.
• Drive resource acquisition efforts, including proposal development, concept note preparation and grant renewal submissions.
• Collaborate with operations and technical teams to create evidence‑based, strategically aligned programmes.
• Ensure high‑quality budgeting in partnership with Finance, negotiating cost recovery where needed.
• Maintain a multi‑year funding pipeline and provide regular forecasts to senior leadership.
• Identify and develop local funding opportunities, such as individual giving and partnerships with churches and schools.
• Represent World Vision in external forums, networking events and strategic meetings to strengthen relationships and reputation.

Required profile

• Proven experience in donor relations, resource mobilisation and programme development within the humanitarian or development sector.
• Strong analytical skills to assess donor landscapes and forecast funding trends.
• Excellent collaboration abilities with finance, operations and technical teams.
• Ability to lead cross‑functional teams and manage complex proposal processes.
• Familiarity with national development strategies and government partnership dynamics.
