Community Program Manager, HIV (National)

About the role

The Community Program Manager will support the RISE‑Angola Project Director, Country Program Manager and Technical Director in delivering community‑based HIV services across Angola. The role focuses on coordinating provincial community service officers and lay community counselors to improve HIV case identification, linkage to care, and adherence for priority populations.

Key responsibilities

• Coordinate and oversee Provincial Community Service Officers and Lay Community Counselors at the provincial level.
• Provide programmatic support for community‑based services targeting pregnant and breastfeeding women, newly diagnosed people living with HIV (PLHIV), individuals with unsuppressed viral load, and those experiencing intermittent treatment interruptions.
• Collaborate with national, provincial and local stakeholders to ensure integrated, family‑centered HIV health services.
• Support the National HIV Program (INLS) in expanding and institutionalizing community HIV policies, service guidelines, and leadership.
• Assist in strengthening data systems, supply chain management, and human resources for health within the community HIV response.

Required profile

• Experience working with priority HIV populations, including pregnant and breastfeeding women, newly diagnosed PLHIV, and individuals with unsuppressed viral load.
• Proven ability to coordinate multi‑level health teams and engage with government and partner stakeholders.
• Strong understanding of community‑based HIV service delivery and health system strengthening.
