Senior Monitoring, Evaluation and Learning (MEL) Advisor

About the role

The Senior Monitoring, Evaluation and Learning (MEL) Advisor will provide strategic leadership and technical oversight for the design, implementation, and management of the MEL system for the RISE‑Angola project. Reporting to the Chief of Party, the advisor will be a key member of the technical leadership team, driving data‑driven decision‑making and adaptive management.

Key responsibilities

• Lead the design, refinement, and implementation of a comprehensive project‑wide MEL framework, including performance monitoring plans, indicators, and data collection tools aligned with donor and national health strategies.
• Develop and execute capacity‑building plans for MEL staff and provide technical assistance to partners.
• Oversee all data collection, quality assurance, analysis, and reporting activities to ensure accuracy, timeliness, and completeness.
• Facilitate regular follow‑ups with project staff, regional teams, and local partners to promote active use of data for monitoring, course correction, and adaptive management.
• Provide technical guidance on MEL methodologies and ensure compliance with donor reporting requirements.

Required profile

• Extensive experience in monitoring, evaluation, and learning within health or development projects.
• Proven ability to lead MEL system design and implementation at a senior level.
• Strong understanding of donor requirements, national health strategies, and data‑driven decision‑making.
• Excellent analytical skills and experience managing large‑scale data sets.
• Ability to work collaboratively with government agencies, NGOs, and multi‑disciplinary teams.
