Training Consultant for Weapons & PMC Workshops

About the role

HALO is seeking an experienced Training Consultant to design and deliver four in‑person workshops on the illicit proliferation of advanced conventional weapons (ACW) and the activities of private military companies (PMCs) across selected sub‑Saharan African countries. The role runs from May to October 2026 and is contract‑based.

Key responsibilities

• Update existing training resources and develop new materials for security‑force participants, incorporating research outputs and local context.
• Coordinate with HALO’s ACW‑PMC project team on logistics, visas, travel, accommodation and venue arrangements.
• Deliver four 2‑day workshops in Mozambique, Ghana, Togo and Rwanda, following HALO’s humanitarian and neutral curriculum.
• Provide daily training readouts to donors and compile an After‑Action Report within five days of each workshop.
• Ensure compliance with HALO policies on safeguarding, security and donor requirements.

Required profile

• Proven experience delivering security‑related training in African contexts.
• Strong understanding of weapons proliferation, ACW and PMC operations.
• Ability to work independently and travel frequently across multiple countries.
• Excellent communication skills and capacity to liaise with national and regional stakeholders.

Required skills

• Knowledge of advanced conventional weapons (ACW) concepts.
• Familiarity with private military company (PMC) dynamics.
• Experience developing training curricula and instructional materials.
