Senior Budget Controller

About the role

Mitrelli is seeking a Senior Budget Controller to join its Finance team in Luanda. You will lead project cost management and budget control activities, ensuring that EPC contractors stay aligned with approved budgets, contractual obligations, and project objectives throughout the lifecycle.

Key responsibilities

• Lead annual budgeting, forecasting, and financial planning across projects, sectors, and business units.
• Develop, implement, and continuously improve budgeting policies, procedures, and financial control frameworks.
• Coordinate budget preparation with Business Units, Project Teams, and Group Controlling to ensure alignment with corporate targets.
• Establish and maintain project and operational cost baselines for accurate financial planning.
• Monitor budget performance, conduct variance analysis, and report trends, risks, and opportunities.
• Oversee contractor invoicing, progress certificates, variation orders, claims, and retention management.

Required profile

• Proven experience in budget management, cost control, and financial governance within construction, infrastructure, engineering, EPC, or similar project‑driven environments.
• Strong background in managing large‑scale project or operational budgets, including forecasting and variance analysis.
• Ability to identify financial risks, control costs, and provide actionable recommendations.
