Operations Manager - Angola

About the role

HALO is seeking a proactive, experienced leader to provide strategic direction for humanitarian mine action across Angola. The Operations Manager will develop and own the Angola Operational Strategy, ensure operational safety, drive innovation, and oversee all operational activities.

Key responsibilities

• Line‑manage the operational management team, including recruitment, appraisals, and wellbeing initiatives.
• Provide senior leadership to ensure operational strategy and clearance priorities are represented at programme level.
• Lead programme‑wide change management projects.
• Collaborate with the Head of Capability to integrate survey, training, QA, EOD, R&D, and accident/incident investigations into work plans.
• Develop and monitor performance measures and donor reporting on a 12‑18 month horizon.
• Ensure compliance with safety, legislative, and regulatory requirements for sustainable operations.
• Coordinate with internal teams (Projects, Department Heads, Transformation Group) and external partners (ANAM, CND, NGOs).

Required profile

• Proven experience in humanitarian mine action (HMA) or a closely related field.
• Strong leadership and people‑management skills.
• Strategic thinking with the ability to plan 12‑18 months ahead.
• Experience in change management and stakeholder coordination.
• Excellent communication skills in English.
• Willingness to work on‑site in Menongue, Angola.
