MEAL Officer – Menongue, Angola

About the role

The HALO Trust is seeking an experienced MEAL Officer to lead the development, implementation and continuous improvement of Monitoring, Evaluation, Accountability and Learning (MEAL) systems for its mine‑action programmes in Angola. Reporting to the Grants Manager, the officer will work closely with the Global MEAL Team, programme managers and technical staff to ensure evidence‑based decision‑making.

Key responsibilities

• Develop and adapt country‑specific Theories of Change and indicators aligned with HALO’s global frameworks.
• Design project‑specific results frameworks for all programmes operating in Angola.
• Ensure MEAL systems are integrated across departments and understood by all relevant staff.
• Produce, update and maintain Standard Operating Procedures (SOPs) and MEAL tools.
• Build capacity of staff in data collection, analysis, reporting and learning processes.
• Support the generation of regular impact reports and contribute to programme learning.

Required profile

• Proven experience in monitoring, evaluation, accountability and learning within humanitarian or development contexts.
• Familiarity with mine‑action or related security‑sector programmes is preferred.
• Ability to work onsite in Menongue and collaborate with multi‑disciplinary teams.
• Strong analytical mindset and commitment to evidence‑based programming.
