About the role
Under the supervision of the Chief of Health and Nutrition, the Health Specialist (Public Health Emergency) provides technical leadership and programme management for pandemic preparedness and response in Angola. The role focuses on implementing Pandemic Fund‑supported interventions and WASH activities in emergencies while strengthening national early warning and response systems.
Key responsibilities
- Lead planning, implementation and monitoring of Pandemic Fund‑supported activities, ensuring alignment with national strategies and UNICEF frameworks.
- Support the strengthening of integrated public health emergency (PHE) preparedness and response systems in line with International Health Regulations (IHR 2005).
- Coordinate with government authorities, WHO and FAO to ensure coherent, multi‑sectoral implementation of pandemic preparedness interventions.
- Provide technical assistance to the National Directorate of Public Health to establish and operationalise early warning and early action systems, including event‑based surveillance at community level.
- Contribute to the development of resilient health systems that align with national priorities and global health security frameworks.
Required profile
- Advanced university degree in public health, epidemiology, health systems or a related field.
- Minimum 5 years of professional experience in public health emergency preparedness, response or WASH in humanitarian settings.
- Demonstrated experience working with national health authorities and international partners such as WHO, FAO or similar organisations.
- Strong understanding of International Health Regulations (IHR 2005) and pandemic fund mechanisms.
Required skills
- Technical expertise in pandemic preparedness and response.
- Knowledge of early warning and early action systems, including event‑based surveillance.
- Ability to coordinate multi‑sectoral interventions and manage programme budgets.
