Financial Management Specialist

About the role

The World Bank is seeking a Financial Management Specialist to support project financing and oversight in Angola and São Tomé and Príncipe. You will work under the Governance Practice Manager, collaborating with a multi‑disciplinary team to ensure sound financial practices across development projects.

Key responsibilities

• Conduct financial management assessments for new and ongoing projects, covering budgeting, internal controls, accounting, treasury, funds flow and reporting.
• Monitor project compliance with World Bank FM policies, financial covenants, and audit requirements; review interim reports and audited statements.
• Update the Bank’s automated FM monitoring systems and assess audit firms for independence and competence.
• Provide training and guidance on FM matters to both external borrowers and internal World Bank staff.

Required profile

• Qualified professional accountant (CPA, CA, ACCA, DEC or equivalent) with a Master’s degree in accounting, public financial management, finance or related field.
• Minimum five years of relevant experience in public sector financial management, internal controls, and audit evaluation.
• Fluent in English and Portuguese, able to work with limited supervision and within a multidisciplinary team.

Required skills

• Knowledge of IFRS, ISA, IPSAS and ISSAI standards.
• Experience assessing internal control systems, budgeting, cash management and treasury operations.
• Ability to interpret audited financial statements, audit reports and management letters.
