Air Navigation Services Inspection & Certification Expert

About the role

The ICAO roster seeks an Air Navigation Services Inspection and Certification Expert to support the Angolan Civil Aviation Authority (ANAC) and the National Institute of Aeronautical and Space Technology (INIPAT). The role focuses on strengthening aviation safety oversight by ensuring compliance with ICAO Standards and Recommended Practices (SARPs) and implementing corrective action plans.

Key responsibilities

• Act as the focal point for the ICAO field team, coordinating project activities and consolidating reports.
• Provide status updates on work plans, flag issues and risks, and escalate unresolved matters to the CDI Director.
• Verify national and international aviation legislation compliance, especially for ATS, SAR and PANS‑OPS.
• Conduct inspections of ATS and SAR units, review operational procedures, and validate equipment and tools.
• Oversee personnel certification, licensing of air traffic controllers and SAR operators, and approve operational documentation.
• Investigate incidents, recommend corrective actions, and follow up to ensure continuous compliance.
• Prepare and submit work plans, progress reports, and final project deliverables.

Required profile

• Experience in aviation safety oversight and technical assistance projects.
• Familiarity with ICAO SARPs, ATS/SAR operations, and PANS‑OPS.
• Ability to coordinate multi‑disciplinary teams and communicate with senior aviation authorities.
• Strong analytical skills for inspections, audits, and incident investigations.
