Civil Works & Energy Expert – 3‑Month Contract in Luanda

About the role

Tangent International is seeking a Civil Works & Energy Expert for a three‑month rolling contract based in Luanda, Angola. The role will develop civil works and energy scopes for rooftop and greenfield tower RFPs and support their technical evaluation.

Key responsibilities

• Develop civil works specifications and Bill of Quantities (BoQs) for rooftop and greenfield tower sites.
• Define energy solution strategies and technical specifications (grid, hybrid, solar, storage) for each site typology.
• Contribute civil and energy sections to tower and energy RFPs, including evaluation grids.
• Support technical Q&A and offer evaluation for civil works and energy components.
• Align standards and assumptions with the Site Audit & Revamp lead.

Required profile

• Minimum 8 years experience in telecom site construction, civil works, and power systems.
• Proven track record designing energy solutions (hybrid/solar) and preparing BoQ‑based tenders in Africa or other emerging markets.
• Practical, field‑aware professional with strong specification‑writing abilities.
• Fluent English; Portuguese highly desirable; French a plus.
