Senior Data & Systems Transition Advisor – LEAP Global (Angola)

About the role

The Senior Data and Systems Transition Advisor will lead the implementation of the Memorandum of Understanding (MOU) and support the seamless transition of U.S. Government‑funded public health programmes in Angola. The role focuses on strengthening Health Management Information Systems (HMIS) and ensuring continuity of critical health data platforms as part of the Operations Center for public health emergencies (COESP).

Key responsibilities

• Oversee the MOU implementation plan and coordinate transition activities across multiple U.S. Government‑funded health programmes.
• Strengthen and sustain key HMIS components, including Laboratory Information System (LIS), DHIS2, SIS‑Comunitário, ReDIV, IOTA, Supply Chain Management tools, SIREMA, QAT and Power BI.
• Collaborate closely with the Ministry of Health, National Public Health Directorate, National Malaria Control Program, HIV/AIDS Institute, and other national agencies.
• Provide technical guidance to ensure alignment with the new Presidential Executive Order directives.
• Build local capacity, monitor system performance, and facilitate knowledge transfer to Angolan stakeholders.

Required profile

• Senior‑level professional with extensive experience in public health data systems and health information management.
• Proven ability to work with government ministries, implementing partners and international donors.
• Strong analytical, coordination and problem‑solving skills in complex, multi‑stakeholder environments.
• Experience in Angola or comparable low‑resource settings is highly desirable.
