Monitoring & Evaluation Officer – RISE Project

About the role

The Monitoring & Evaluation Officer will provide technical and strategic support for routine monitoring, evaluation and learning activities of the RISE project in Angola. Reporting to the Senior MEL Advisor, the role ensures data collection, management, analysis and use to continuously improve project outcomes.

Key responsibilities

• Support implementation of a robust project‑wide MEL framework, including performance monitoring plans, indicators and data collection tools.
• Design, implement and monitor capacity‑building plans in MEL and provide technical assistance to project staff and partners.
• Coordinate data collection, entry, quality assurance, analysis and reporting, ensuring accuracy and timeliness within DATIM and other MEL systems.
• Conduct regular follow‑ups with provincial teams and local partners to promote data‑driven program monitoring.
• Cascade and reinforce technical guidance on MEL best practices, data collection methodologies and analysis.
• Assist in preparing monitoring reports, learning briefs and knowledge‑sharing materials.
• Support data‑driven decision‑making and contribute to continuous improvement of interventions.
