Education Sector Coordination Secretariat Consultant (Luanda, Angola)

About the role

UNICEF is seeking a consultant to provide technical and coordination support to the Local Education Group (LEG) Secretariat and to facilitate the Global Partnership for Education (GPE) initiative in Angola. The role combines home‑based work with periodic travel to ensure effective collaboration among key education stakeholders.

Key responsibilities

• Provide technical and coordination assistance to the LEG Secretariat.
• Support the implementation, monitoring, and reporting of GPE‑related activities and grants in Angola.
• Facilitate communication and coordination among the Ministry of Education, UNICEF, the UK Embassy, GPE Secretariat, grant agents, development partners, and civil society organizations.
• Promote inclusive, evidence‑based policy dialogue and strengthen coordination mechanisms within the education sector.
• Assist in the preparation, implementation, monitoring, and reporting processes associated with GPE grants.

Required profile

• Bachelor’s degree in Education, Social Science, Development, Management or a related field.
• Minimum 5 years of experience in international development, coordination, or education sectors.
• At least 3 years of liaison experience with government counterparts.
• Fluent Portuguese and working knowledge of English.

Required skills

• Knowledge of Global Partnership for Education policies and procedures.
• Expertise in sector coordination.
• Familiarity with Angolan education sector policies.
