Education Sector Coordination Secretariat Consultant – Luanda

About the role

The consultant will provide technical and coordination support to the Local Education Group (LEG) Secretariat and help drive the Global Partnership for Education (GPE) initiative in Angola. This 21‑month consultancy is home‑based with required travel to key partners.

Key responsibilities

• Facilitate coordination among the Ministry of Education, UNICEF, the UK Embassy, GPE Secretariat, grant agents, development partners, civil society organisations and other LEG members.
• Support the implementation, monitoring and reporting of GPE‑related activities and grants in Angola.
• Strengthen communication channels and coordination mechanisms within the LEG and with GPE stakeholders.
• Assist in the preparation, execution and evaluation of policy dialogue and evidence‑based education initiatives.

Required profile

• Bachelor’s degree in Education, Social Science, Development, Management or a related field.
• Minimum 5 years of experience in international development, education sector coordination, or a similar field.
• At least 3 years of liaison experience with government counterparts.
• Fluent Portuguese and working knowledge of English.
• Knowledge of GPE policies, Angolan education sector policies, and sector coordination expertise.
