HSE Leader – Safety & Environment Manager

About the role

Join a leading workforce solutions provider as an HSE Leader, responsible for driving safety culture and ensuring compliance on a major brownfield oil and gas project in Luanda. This full‑time, contract position offers the chance to influence health, safety and environmental standards across a high‑impact development.

Key responsibilities

• Assist the HSAQ Manager in promoting the Safety Culture Program and HSE project objectives.
• Ensure safe and ethical working practices are adhered to within all managed activities.
• Maintain compliance with TEPA referential and local regulations in all contractual requirements.
• Implement, monitor and update the HSE Management System for the projects.
• Oversee the HSE training matrix for the brownfield project.
• Lead the site HSE supervision team and coordinate with field operation representatives.
• Conduct contractor HSE surveillance, annual inspections and audits.
• Contribute to project risk analysis, mitigation measures and risk assessment meetings.
• Maintain bridging documentation, including medevac reflex sheets, and manage a database of contractors' HSE procedures.
• Consolidate weekly site reports to generate comprehensive project HSE reports.

Required profile

• Master’s degree in Engineering, HSE or related discipline.
• Minimum 10 years of experience in construction and/or operation, preferably with safety engineering background.
• Fluency in English, French and Portuguese.

Required skills

• Strong knowledge of HSE regulations, TEPA requirements and local laws.
• Proficiency in risk analysis and mitigation techniques.
• Excellent communication, negotiation and coordination abilities.
