Monitoring, Evaluation & Learning (MEL) Expert

About the role

NTU International is seeking a Monitoring, Evaluation and Learning (MEL) Expert to design, implement and continuously improve the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role supports policy dialogue, institutional partnerships and knowledge exchange across the African and European space sectors.

Key responsibilities

• Develop and maintain the programme’s MEL framework, including indicators, baselines and data collection protocols.
• Lead data gathering, analysis and evidence consolidation to assess programme results and impact.
• Provide regular monitoring reports and learning briefs to stakeholders and donors.
• Support continuous improvement of MEL processes based on findings and best practices.
• Collaborate with partners across Africa and the EU to ensure alignment with programme objectives.

Required profile

• Master’s degree in evaluation, statistics, data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring, evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or multi‑partner programmes.
• Excellent command of English; working knowledge of French or Portuguese is an asset.
