Health Specialist (Public Health Emergency) – P-3, Temporary

About the role

The Health Specialist (Public Health Emergency) – P‑3 will provide technical leadership and programme management for pandemic preparedness and response in Angola. Working under the Chief of Health and Nutrition, the role focuses on implementing Pandemic Fund‑supported interventions and strengthening WASH in emergencies, while supporting the National Directorate of Public Health.

Key responsibilities

• Lead planning, implementation and monitoring of Pandemic Fund activities, ensuring alignment with national strategies and UNICEF frameworks.
• Support the development and operationalisation of integrated early warning and early action systems, including event‑based surveillance at community level.
• Coordinate multi‑sectoral implementation of pandemic preparedness interventions with government, WHO, FAO and other partners.
• Provide technical assistance to strengthen public health emergency preparedness and response systems in line with the International Health Regulations (IHR 2005).
• Contribute to the achievement of Sustainable Development Goals through expansion of PHE and WASH emergency interventions.

Required profile

• Advanced degree in public health, epidemiology, or a related field.
• Professional experience in public health emergency management, pandemic preparedness or response.
• Familiarity with national health systems, IHR 2005 and integrated surveillance mechanisms.
• Proven ability to work with government ministries, UN agencies and international partners.
• Excellent analytical and reporting skills.
