Health Specialist (Public Health Emergency) – P-3, Temporary (364 days)

About the role

Under the supervision of the Chief of Health and Nutrition, the Health Specialist (Public Health Emergency) provides technical leadership and programme management support for pandemic preparedness and response in Angola. The role focuses on implementing Pandemic Fund‑supported interventions and WASH activities in emergencies while strengthening national early warning and response systems.

Key responsibilities

• Lead planning, implementation and monitoring of Pandemic Fund activities, ensuring alignment with national strategies and UNICEF frameworks.
• Support the development of integrated public health emergency preparedness and response systems in line with International Health Regulations (IHR 2005).
• Coordinate multi‑sectoral implementation with government, WHO and FAO.
• Provide technical assistance to establish and operationalise early warning, early action and event‑based surveillance systems, including community‑level detection.
• Develop and deliver capacity‑building plans for national health workforce and partners.

Required profile

• Proven experience in public health emergency management, pandemic preparedness and WASH in emergencies.
• Strong knowledge of IHR 2005 and national health emergency frameworks.
• Demonstrated ability to lead programme management and coordinate with UN agencies and government bodies.
• Experience in designing and implementing early warning and surveillance systems.
