Senior Road Maintenance Fund Expert

About the role

NTU International is seeking a Senior Road Maintenance Fund Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role will focus on strengthening sustainable road maintenance financing systems across ECOWAS member states.

Key responsibilities

• Support the establishment, reform, and operationalisation of Road Maintenance Funds (RMFs) in ECOWAS countries.
• Provide technical assistance on sustainable financing mechanisms, including fuel levies, toll systems and other user‑based approaches.
• Assist in drafting and reviewing legal, institutional and regulatory frameworks related to RMFs.
• Develop transparent, decentralised, performance‑based financing systems and related operational manuals.
• Coordinate with ECOWAS institutions, national authorities, development partners and road agencies.
• Deliver capacity‑building workshops, training sessions and technical guidance.
• Contribute to monitoring, reporting and analytical outputs on financing reforms.

Required profile

• Master’s degree in civil engineering, transport economics, infrastructure finance, public administration or a related field.
• Minimum 10 years of professional experience in road maintenance financing, infrastructure management or transport sector reforms.
• At least 7 years of experience specifically with Road Maintenance Funds or similar financing mechanisms.
• Proven experience working on infrastructure projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience in international development cooperation and donor‑funded programmes.
