Senior Budget Controller

About the role

We are looking for a Senior Budget Controller to join our Finance team in Luanda. The role will oversee the planning, tracking and control of project budgets, ensuring financial efficiency, compliance with company policies and transparent communication with project managers and stakeholders.

Key responsibilities

• Develop and enhance organization‑wide budgeting policies and coordinate the planning calendar in line with the Group Controlling team.
• Review departmental and sector budgets for accuracy, analyse variances and produce regular financial performance reports for management.
• Lead cost monitoring for business units and projects, ensuring expenses stay within approved budgets and identifying efficiency opportunities.
• Approve purchase orders, verifying alignment with work breakdown structures, project codes and Angola’s internal financial procedures.
• Oversee contract financial execution, including progress certificates, contractor invoicing, retention, down‑payment tracking and compliance with insurance and bank guarantee requirements.
• Ensure adherence to corporate governance, legal and audit standards while collaborating with Finance, Project Controls, Procurement and Operations to strengthen financial reporting.
• Utilise SAP, Oracle, Power BI and other ERP platforms to improve visibility, automation and decision‑making, and contribute to dashboards and KPI frameworks.

Required profile

• Bachelor’s or Master’s degree in Finance, Accounting, Business Administration or a related field.
• 4–7 years of experience in budgeting, financial control and cost monitoring, preferably in project‑driven environments.
• Fluency in English and Portuguese, both written and spoken.
• Strong analytical, organizational and cross‑functional leadership abilities.
