National Advocacy & Communication Consultant (3.5 months)

About the role

UNICEF is seeking a National Advocacy and Communication Consultant for a 3.5‑month assignment based in Luanda, Angola. The consultant will support the Polio and Immunization portfolio by designing and implementing advocacy and communication strategies that influence decision‑makers, communities and partners.

Key responsibilities

• Develop and update a comprehensive advocacy and communication plan for polio and immunization activities.
• Prepare targeted advocacy messages, talking points and communication packages for decision‑makers, media and development partners.
• Design communication materials for immunization campaigns and organize events for World Polio Day and other high‑visibility dates.
• Create and maintain a repository of key advocacy messages aligned with UNICEF priorities and the Country Programme.
• Produce advocacy briefs, talking points and senior‑management communication materials that follow UNICEF branding guidelines.
• Plan, coordinate and implement high‑visibility advocacy moments (World Polio Day, World Children’s Day, Universal Health Care Day, etc.), including concept notes, logistics, stakeholder engagement and post‑event reporting.

Required profile

• University degree (BA/BS) in Communication, Journalism, Public Relations, Social Sciences or a related field.
• Demonstrated experience in advocacy, public communication and event coordination, preferably in health or humanitarian contexts.
• Strong knowledge of UNICEF branding, messaging standards and evidence‑based communication.
• Excellent written and verbal English; ability to work closely with government officials, development partners and media.
