Senior Planning, Monitoring & Evaluation Officer

About the role

The United Nations Population Fund (UNFPA) in Angola is looking for a senior professional to lead planning, monitoring, evaluation, reporting and knowledge management for its Country Programme and the Maternal and Newborn Health Fund. The role ensures evidence‑based decision‑making across maternal health, sexual and reproductive health, youth, gender and population development initiatives.

Key responsibilities

• Lead results‑based planning, monitoring, evaluation and reporting for the MNHF and the UNFPA Country Programme.
• Develop and strengthen results frameworks, workplans, monitoring systems and performance indicators.
• Monitor programme implementation, analyse data and track progress against targets.
• Coordinate programme reviews, field monitoring visits and quality‑assurance activities.
• Prepare donor reports, programme performance reports and strategic analyses for decision‑making.
• Support the design, management and quality assurance of evaluations using mixed‑method approaches.
• Promote evidence‑based programming and Results‑Based Management across programmes.
• Strengthen monitoring and evaluation capacity of implementing partners and document lessons learned.
• Collaborate with government partners, donors, UN agencies and other stakeholders to enhance programme effectiveness.

Required profile

• Master’s degree in Public Health, Health Sciences, Health Policy, Gender Studies, Population and Demography, Statistics, Economics, Social Sciences or a related field.
• Minimum 7 years of professional experience in planning, monitoring, evaluation, reporting and results management.
• Proven experience designing and implementing comprehensive M&E systems.
• Experience in Maternal and Newborn Health, Sexual and Reproductive Health and Rights, Gender‑Based Violence or Social Protection.
• Fluent in English and Portuguese.
